It's a symptom
Personally I believe it is the lack of great leadership. Leaders who have 'vision' of the future are so few and far between especially as a civilization grows older, especially if it was successful which means in turn 'richer' allowing complacency or a bureaucratic 'flow' to set in all sectors of society, making it perhaps even harder for real great visionaries to even enact their genuine leadership.
This could be all bullshit, but I genuinely believe that humans need to have a rude awakening/purge/chaos whatever the fuck you want to call every few years (make this relative to concepts such as society and organization) to keep them fresh/innovative/motivated towards something more than themselves. Just like a person become bored of the same food/show/women and could diverge into potential harmful degeneracy to 'mix-up' the routine, I believe in a greater sense this nature is shown in social constructs.
But communism worked before the deemed social construct did, which it did not.
