Oh well I worked in Cuba for 6 months and walked past the US embassy almost on a daily base.
Right in front of the embassy is a shit ton of flag poles followed by a large place to honor "socialist heroes" in a busy and dense populate area where the US embassy is the tallest building in the area by far.

There's no way to actually fire sound waves at the building without hitting anyone else. The Malecon at this area is busy 24/7 there's no way this could work.

the problem is the size of the device. It would take something that would need a 12 wheel tuck worth of equipment. as we need to blast sound waves over 20+m that still has damaging potential in a triple glassed building while avoiding collateral damage on a very busy intersection around it. I have no idea how you would do that in a country that is pretty much stuck in the 1960s in all areas.

Cuba is shithole that can't even power a hospital reliable 24/7 or maintain 1980 standard lab equipment without help from us. Some kind of magnetron weapon is plausible. It can be directed as shown in your pic.
