No, the French revolution would have happened regardless. France & Spain had spent themselves into poverty and currency debasement / hyper inflation. However without the French and Spanish colonial empires much of the wealth gathered from those slaves / gold / spices were also necessary to build the coal mines & infrastructure which led to the industrial revolution.
