This is due to our intelligence and drive. The damming and flood control projects that have been going on sense the 30s, but especially during the 50s and 60s. When we got flooded last time, we didn't just be retarded and forget, we put into effect Massive plannning and earth scarring projects and long term management. Now it might seem like it didn't work, but it would have been 20 times worse if we hadn't plus lots of lesser storms would have caused this much damage sooner..
Meanwhile shit tier counrties never learn, their government is currpot and shitty, they never manage to build dikes or dams that hold. Thier building codes are shit, they breed like pigs, and they get wreaked every 8 years by a fire or flood or drought
