It's weird behaviour, for sure. We can see things happening but we can only speculate why they do things the way they do them. I think the idea here is to create an emotional reaction in the mind of the public. They could kill off some randos and let people be upset about that, but it's more effective if they have "news" shows go do this big tear-jerker interview with the deceased's mom, who is just this random old lady who doesn't know shit about shit and has no business being interviewed at length about anything on national television.
