No. The Germanic tribes somewhat civilized themselves due to outside interference. Roman gold flooded into their land with remittance payments from tribals fighting with the Roman army, and from Roman diplomacy intended to bribe some tribal leaders against others. By the 4th century AD most Germanics within a hundred miles of the frontier limes lived in semi-urbanised, somewhat Romanised communities and many of them were Christian. Their civilising started with Roman punitive raids and gold, and continued with the exposure to Roman culture in places like Merovingian Gaul and Alemannia.
