There's literally nothing remotely morally wrong about racial discrimination by private individuals because discrimination is not aggression.

You are not diminishing anybody's quality of life by not involving yourself with that person. Instead you are exercising your right not to improve the lives of others.

If you show preference for a family member instead of a complete stranger in any aspect of your private life, you must accept racial discrimination too.

Unprovoked aggression with racial motivations is wrong because it's aggression.

However, public servants in a democratic republic are servants to the entire citizenry, and so they cannot arbitrarily discriminate among citizens (or discriminate among taxpayers.)
