Houston got hit with a double whammy and a hurricane that exploded. No one ever expects the next hurricane to be bad. After all no one expected Katrina to devastate new orleans the way it did until it was too late. So far I think Houston will fair better and mass evacuation only a day before on Houston's traffic schedule is insane. Everyone made the right call this time but people died because of turn around don't drown and a few people thought attics are safer then roofs. Thankfully the death toll won't be in the 1000s like Katrina. People are in trouble but the city will rebuild, there is alot more economic development in Houston vs new Orleans. All in all OP it shouldn't happen but sometimes these disasters occur and no matter how well you plan for it people still die and damage still occurs.

Houston has a homeless problem but it's not as bad as let's say LA or New Orleans. Especially the latter which has almost no major shelters. But after Katrina only like 40% of the homes in the lower 9th ward were ever rebuilt.
