Missile defense systems are not guaranteed 100% success rate since they are pretty much rocket science with very narrow windows of oppurtunity in actually destroying warheads. A modern ICBM has a lot of mock warheads to oversaturate defense systems and as such get actual boom boom through.

You might get lucky and with a low number of incoming might destroy all warheads but still, it IS a gamble..

You would rather have a chance then nothing but it is not fool-proof
