Core Europe would have:
A. the single market
B. freedom of movement
C. military cooperation and alignment including a joint EU military headquarter for coordination purposes and procurement
D. an in-depth services union
E. a common Eurozone budget

Associate members would be
A. in the common tariff area
B. to a limited degree in the single market (for goods, not for services)
C. no freedom of movement, but some type of preferred access for university graduates in sought after professions and other highly skilled workers earning at least 50,000 euros per year
D. would remain NATO members only
E. would not have any vote in the setting of EU law, but would only have to comply with the common tariffs and the limited regulations affecting them on goods trading
