Happens in America as well. Lots of "dreamers" vacation down in Mexico or other Latin American countries. Then they go back and claim they have been in the US 10 yrs and can't be deported and your sanctuary cities agree.
The problem of holidaying asylum seekers and "refugees" is a problem, in particular with Afghans, Balkans and Iraqis. They typically don't understand that asylum means they have problems at home - they think asylum means they are welcome economic migrants. Nobody ever told them, that they are supposed to fear the situation in their home countries.
