Not in that area of U.S., cannot speak on how it's wired specifically, but at least here in NZ everywhere I've been all the wiring is elevated, power is over poles not underground wires, fusebox tends to be high up somewhere outside, majority of main wiring is through the ceiling with a few connectors to the floor for plugging things in.

There were preparedness issues in the places they were evacd to but it wasn't calamity in the streets to push 1.3 million out of the city.
