It's actually pretty simple. You just need a lot of money.
So assuming that you were the owner of a big company you can create a settlement for your company reaching an agreement with the local goverment of your choice. You can go for some place that could make use of some industrial boost or that welcome commerce so they don't bother you too much with inspections and conditions and the rest is just hiring people to work for whatever you built there.
In Spain this happened in some rural areas. Ghost towns that were rehabilitated and they built there some copper company and placed the factory somewhere outside the abandoned town and even got some aid from the Goverment to do so. Then the workers and their families re-populated the town and reformed the houses and infrastructure. You can even go on and keep hiring white people to provide services to the locals and there you have it.
Still, you need some industrial level of business to pull that off.
