The first time it was but the second time it got out of hand. Hitler was looking to expand and create a new empire that would be world dominant. I think the sanctions put on Germany after ww1 just solidified Hitlers desires for a new Reich. It was like everything just fit perfectly into place for Hitler to get the public on board with his plan.

Geography. Stuck in a massive piece of territory with fairly ill-defined borders on both sides, with two very powerful countries on either side (France to the west, Russian empire and its orbiting countries to the east). The need to buffer itself against Russian aggression means it either needs buffer states of its own, or for Russia to be permanently neutralised as a military threat, which is tough. (Russia suffers from exactly the same problem - ill defined natural frontiers make its territory ripe for invasion, though it does have the advantage of 'strategic depth', which means it can basically evacuate people east until its enemies give up and leave rather than fighting a war long-distance with untenable supply chains.) Meanwhile in the west, it has France to contend with, the only other country in mainland europe big enough to rival it, and with several regions on the border disputed between them (Germany and its predecessor states have regularly sparred with France over strategic border provinces.)

The first world war came about because Russia was guaranteeing the safety of a state within Austria-Hungary (mostly because Austria-Hungary being unstable was strategically advantageous to them, especially if one of its border provinces had strong Russian-friendly elements.) Germany's position meant it couldn't allow Austria-Hungary to be compromised, but they also knew that France would get involved as soon as they aggressed against Russia (wanting Germany unstable and even un-unified would represent a mutual gain for both France and Russia.) They therefore tried the rather ballsy move of a quick pre-emptive strike against France which would secure the western front and allow them to concentrate on Russia. Unfortunately for them, Britain got involved.

WW2 was essentially a rehash of the same basic issues, plus a revenge fantasy. Hitler knew that both France and the USSR would do whatever they could to keep Germany weak and unstable.

He was just smart enough to realise that Germany's error in the first war was assuming that Russia would take MUCH longer to mobilise its army than it actually did take them, and that if Britain ever got involved, France wouldn't be beatable in the timeframe needed to prepare for a war with Russia in the east. He managed to get a non-aggression pact signed with Stalin on this basis by agreeing to divide countries like Poland. (Both parties knew that this would never last, as both countries need Poland to be controlled to guarantee their own territories - this is why Germany, incidentally, was so keen for Poland to join the EU, and was also so keen on involving Ukraine more too - any territories in Eastern Europe brought away from Russian influence = a gain for Germany.)

A war with France was more or less inevitable as soon as Germany re-armed, and they managed to break through both French defenses and the British army thanks to some frankly shitty leadership on the allied side. They likely would have won if they'd managed to kill enough of the British soldiers evacuated at Dunkirk to make Britain sue for peace, but eventually felt forced to launch an attack on the USSR pre-emptively (Stalin was amassing troops on the border and it was clear to anyone with a brain on the German general staff that he was going to invade sooner or later.) Also in both instances, nobody figured the USA would get involved on either side - war in any part of Europe was a very tough sell to them as they wanted nothing to do with Europe at the time, and they were roughly 50/50 Anglo/German by ancestry (with some French thrown in for good measure.)

Imperialism and nationalism.

First war: germany came late to the african colonization race and wanted her own empire. Imperialist britains and french didn't want to concede their territories... so it led to an imperialist war with nationalism involved in it.

Second war: direct consequence of the first one. Germany had been cucked by the rest of potencies, that plus an economic crisis led the people to believe in a charismatic leader such as Hitler.
Nationalism reached its highest numbers in this age.

Italy also felt cucked by the Treaty of Versailles even tho they were on the winning side cuz they weren't taken in consideration in the negotiations at all.

Japan just wanted to extend its empire through Asia.
