If you're gonna go by whiteness percentage just forget about it. Useless metric. Some states, like South Carolina, are extremely self segregated and you won't run into many non-whites if you stick to the right areas.

Of that list you posted, Maine is a great choice - be advised that the parts of the state that actually have things going on are the liberal parts (Portland is a great town - it's also more or less the Brooklyn of Boston). Ditto Vermont - unless you want to live in rural isolation, you'll be loaded with liberal people in Burlington etc.

New Hampshire is a giant halfway house for heroin addicts. Avoid.

West Virginia is beautiful - I've only driven through it so I can't comment on the people or culture.

North Dakota is freezing and isolated. If you live in the bigger cities (Grand Forks, Fargo) you'll have access to an underrated arts scene and will at least be sorta driving distance from Minneapolis. But you'll probably get bored.

ND here. Depends on the city. I live in Fargo now and it is pretty diverse. Lots of fucking Somalis because they mayor is a cuck who imports them as fast as he can. Grand Forks is a small city and very white, abundant in absurdly hot college age blonde girls. Idk about Bismarck or minot. All the small towns scattered around the state are basically 100% white, but pretty remote.
Winters are fucking cold. Ever feel -30f? It's painfully cold. Even a 5mph wind is bad at that temp, but gusts can hit 45mph. Very cold. Dangerous if you're not prepared.

Summers are fucking amazing. Lots of lakes across the border in Minnesota, trails and shit. Very rarely gets above 90 degrees, summer is usually in the low 80s. Mosquitos can be a problem but they use airplanes to gas (((them))).
