There's no real need to go to the moon for the purposes of discovery.

depends on what you mean by "terraforming". I agree that we will probably never make Mars look like Earth in this millennium. However, there is a relatively cheap and quick way to thicken the Martian atmosphere, simply by generating a ~1 T magnetic field at Mars's L1 point.
