People move out of the county, and there's no way that they can UNregister, so the cleanup process always lags behind.

Registration numbers always peak right at a presidential election, and then cleanup happens in the following months, usually. I've seen the numbers drop 20 or 30% from a cleanup.

You don't have to prove state citizenship in California to get a drivers license or state ID, the cost is $29 and free in some cases. Also, there are specific non profits that handle the cost of IDs for those that can't afford them. For instance Goodwill industries has a program just for this purpose, and it used widely across the country in connnection with other shelters, ngos and non profits. Using the argument that people cannot afford or are not intelligent enough is demeaning to the same people you believe you're standing up for. It's a dirty tactic and a dirty argument. Bill clinton was responsible for fucking up the voter registration system in 1993 with the motor voter law. Everyone knew it was to disrupt the election process and every democrat and NGO referred to it as "expanding the base". Like any sensible man I understand that the animals there will be euthanized if not adopted or if they are too aggressive and sick to be adopted or properly treated without infecting the other animals but man when I saw his crate and found out he had been left covered in that excrement and his cage and crate covered in it too for a full weekend and just seeing him shake nonstop it pissed me off it made me even angrier when I mentioned to the supervisor that the cat was covered in all that and was near other animals and she just blew it off. Actually lived in an apartment complex for a year that was predominantly hispanic at that point. I know the vast majority are illegal, but I made friends with some neighbors and got invited to a dinner party. I was younger then, and my mindset was they are doing what is best for their family, can't blame them, it is our government that lets them in that is the problem.

When I entered I was the only "gringo," so some attendees jokingly yelled this (la migra!), and the adults seemed to know better, but the children's eyes got wide and they scattered.
