There's no way that the momentum from what we have now. It doesn't matter how bad racial tensions are, there just isn't any institutional groundwork there for it to happen.

Successful and semi-successful separatist movements have a track record for self governance to draw upon, industry for their people, and the necessary human capital to attend to the various needs of a society.
(think Catalan, Taiwan, etc.. as good examples of this)
Otherwise it's just far more attractive to stay joined with another nation group to fulfill these needs. They just wouldn't have the civilizational complexity to do it any time soon.
