How does the moons circumference happen to be just enough to cover the sun, given the different situational variables such as distance (how far apart the moon is from the earth, the earth from the sun and the sun from the moon)?

Because every time there is a solar eclipse the moons covers the sun.

Only times it doesn't it during annular solar eclipses (pic related) which rarely happen and it's not off by that much.
