That's not entirely true. Apart from already engaging in war with Germany in every capacity save for actually sinking U-boats the United States had made it very clear (I can't remember the name of the document) that if Great Britain was under serious threat of falling (As in if the Germans actually landed on British soil) then the United States would instantly enter the war.

It would've cost Roosevelt the next election declaring such a massive war without a casus belli his isolationist people would accept. Yes but before that the US had been engaging in illegal activity which was obviously directed against Germany. Some examples include:
-Performing depth charges against U-boats in the Atlantic and off the coast of Greenland
-Escorting British merchant ships (Germans weren't allowed to hit 'neutral' US ships)
-Purposefully forcing German merchant ships into British strike fleets
-Illegally freezing German and Italian assets in the United States
-Expanding the Atlantic Security Zone so British ships would have less enemy waters to travel through and the Germans would have less opportunity to strike British convoys
-Giving millions in aid to Britain and the USSR clearly siding with them
-Encouraging enlistment of Americans to serve in the RAF and Royal Army
-Shutting down German publishers in the US and their newspapers so Americans could't get the German side of the story (They also purposefully mistranslated the German White Book, which the Germans made in an attempt to explain to the world their actions against Poland. The Americans purposefully made bad translations or even purposefully wrong translations so the English speaking world would have a hard time understanding the document - which the US needed because the White Book included documents found in the Polish foreign ministry in Warsaw of how the Americans secretly encouraged the Poles to not accept any resolution over Danzig and the Polish corridor - highly incriminating)
Grand Admiral Doenitz begged Hitler to let him respond but Hitler didn't want the US in the war. He took a chance that the US would focus all their efforts on Japan and Germany could finally win the Battle of the Atlantic now that she could also attack American vessels. Hitler was wrong. The US shifted all her might to Europe first. That's why Hitler declared war on America among other reasons.
