Its not so easy.
When USSR collapsed, KGB was dissolved and many officers didn't join newly formed successors (there were several, with KGB functions being thoroughly fragmented among several new agencies) because of ideological/political/financial/national reasons.
And when many case officers leave, their agents are usually lost too, because often their identity isn't known to anyone but case officer and there's huge factor of personal loyalty.
Russian spy rings in USA and europe pretty much ceased to exist with collapse of USSR, SVR had to start a new and didn't succeed, they are laughing stock of russian intelligence services.
GRU did better, but they usually aren't involved in propaganda and ideological subversion, their focus is military capabilities and activity.
