Looking up that 70,000 number and it seems to come from the very early days of East Germany where the Soviets had a firm grasp on nearly everything and so people were being sent to camps/gulags until 1953. When Stalin died.
So it appears that number is accurate but it was mostly from 1945-1953 under Stalin's policy.
