The way this works is that FBI agents fish for mentally ill people in far right groups, then put them through what is basically cult programming until they take a fake bomb or real bomb materials provided by the FBI, with undercover agents holding their hand and encouraging them right up until the moment they're arrested.

This way, they can claim to have "found and stopped a terrorist threat" while working safely with nonviolent groups, instead of having to put themselves at risk infiltrating real criminal or terrorist groups.
