a living, strong race is a race that has no need to desperately justify itself with all sorts of scientific, cultural and economic theories and arguments, that needs to defend it's existence on intellectual grounds. it is impervious to reason, to doubt, to criticism. it is a race that lives, bursting with vitality, that knows what it is without resorting to self-definition. it has no need of justification for being. compare this to the sorry state of white race advocates today, who desperately apologize, argue, debate, do research,... all in fruitless efforts to justify it's existence ( f.e. a glorious past, modern scientific discoveries,...). a true racial race only laughs when asked about it's why. it lives subconsciously in all it's members and consumes life deeply without thinking.
what he meant with no need for a pure race should not be misunderstood (he advocated sterilisation of mixed germans), but as a criticism to larpers who make baseless claims about muh aryan origins, who justify their existence only with past glory, who sperg out about the out of africa theory( as if this matters), and degenerates who think just because they are "pure" means they somehow have race in them. in reality, those people are already gone. whatever race they may have had in them is lost spiritually and morally, and they exist merely as genetic ballast.
when a people no longer wants to give birth to children, when it does not distinguish between it's own members and others, when it is weak and decadent, when it has no more collective feeling, no more will to battle together, it has ceased to be a race. it has merely the resemblance of a race, but is in fact already dying.

spengler also is very critical of urbanisation, seeing it as a form of racial chaos, of a defeat of healthy , rooted "volkisch" racial values at the hand of cosmopolitan money-grubbing culture and saw the modern megapolis as a death-trap for impoverished rural people who became confused and lost their race in the inevitable mixing in the city and became members of the grey mass of proles.
an example of people who had race in them were the first romans. originally a gang of italian tribesman led by romulus, they stole sabine women in their struggle for survival. they fought countless wars and suffered horrible defeat with greeks, italians, etrusks, celts,... yet persevered against all odds. they did not care about phenotype or haplogroup or whatever. they were men of race, and they knew it instinctively, without research. they lived and lived strongly, waging war and briging forth children, tilling the land defending it with their blood. they were vigorous, full of vitality. they did feel the need to justify themselves, they did not need propaganda, laws concerning foreigners, ID's,... because they were a strong race.
eventually they declined in a typical spenglerian manner, but that's merely how the wheel of history turns.
