Why does James's mom in Ohio have GVF 1122 plates? The "wrong" kid in Michigan had GVF 1111 plates?

The whole reason pol/ was wrong about the kid in Michigan is because we're told the GVF 1122 plates (that led to the Michigan kid) were wrong. How did they lead to the kid if they were wrong?
