The front end of modern vehicles are actually designed to hit low and throw bodies up over the hood. Federally mandated safety feature. You hit someone at anything below highway speeds and unless you hit them with a tire or they bash their skull on the way down the worst that's going to happen is shattered legs and maybe a crushed hip, though even the hoods are designed to give to such an impact now.

You need a much larger vehicle without these features, like a big flat-nosed semi truck, to do any damage running through a crowd, and considerable speed behind it, and even then most fatalities will be caused by the wheels and not the impact. Humans bounce surprisingly well.

Cars are dumb as weapons. Fragmentation explosives are used for anti-personnel work for a reason.

people won't be able to tell if its a traffic jam or a protest. also it's illegal to cover the windows on your car, probably illegal to tape shit on the outside of the car as well. cops would just set up a simple road block and use the bylaws to remove your obstructive signs for public safety. so then you're left with stickers and vinyl car wraps and legal ways of marking vehicles, and most aren't gonna put the time or money into that i don't think.

so now you've got maybe a few guys with stickers on their cars driving around legally on roads, barely noticed.
