Did people use "manpower" instead "human resources"

no, they used "Personnel" - this was changed to "human resources" or "human capital" internally. I watched it happen. Being a Person carries far profitability than it once did

Not sure what the context is here, but "Manpower" was a prominent Employment Agency for tradesmen, laborers, etc etc in the U.K. in the 70's-90's.

You'd sign up with Manpower and they'd send you off to work and take care of all your shit.

Although, I'm guessing this is just;

Human Resource departments just used to be called Personnel Departments or shit like "Hiring".

They didn't have all the draconian legislation and shit in the past, or you had a Union rep who handled all that shit, so they didn't need a legion of "Human Resources" ladies.
