The Humanitarian aspect is the real deterrent. We saw how hard it was to combine East and West Germany, and those places were not nearly as disparate as North and South Korea are today. The DRPK people are likely permanently impaired by lack of health care, undernourishment, and abuse. They speak a degenerate Korean tongue. It will probably be at least a 3 generation effort to get them into anything resembling a normal life. These are people who have no real concept of how to LIVE in a modern society; no real idea of how voting works, what it can accomplish, South Korea is basically going to have to step in with "benevolent communism" just to get these people working to rebuild, distribute aid, and socially adjust. It'll be the largest humanitarian mission since post-WW2 rebuilding, if not all-time.
