the regime is not suicidal (yet). the primary concern for the NK regime is to retain control. starting a conventional, let alone a nuclear war, would ensure that wouldn't happen. during their negotiations with the clinton admin, this was priority #1 and the americans were willing to accept it - then george bush won and the deal collapsed.

the most they would be able to do is hit seoul, busan, etc + possibly some japanese cities. strike on american mainland would likely be intercepted.

no other nation would step in. the americans would launch retaliatory strikes and wipe NK out.

there would likely be a few months of ground warfare against geurilla elements in seoul + nk but they would succumb fairly quickly.
