This is by and large not true. Source: I've purchased and am now leasing 13 houses in the greater Detroit area. If you find a house like this you can search liens and back taxes in just a few minutes. Many have larger liens in the $20k - $400k+ range, but *most* do not. My average final price on these has been about $38k and am now bringing in $2k in profit after mortgage, maintenance and rental management fees.

These houses are cheap because the whole city fell apart (note that I do not live in Michigan, this was just a business venture) and the areas are in terrible shape. But it's coming back and being gentrified so people are paying me $500 - $1200 a month to rent these.

But the notion that a $20k house is REALLY $250k is not really true.
