The different seasons on the north and south alone generate different weather patterns and windspeed. I don't even know where you'd get the idea that just because they're the poles, they should have the same wind speed. Its not a photo from outside the galaxy, it's a photo from the solar system, looking towards the centre of the galaxy. From this perspective, the galaxy is a bright line which wraps around the horizon of the galactic plane... you can see this from your own back garden when it is dark enough.
