I think the second article raises some good points around high administrative costs but I believe it's not solely that "it can't be done" but that the regulations it has prevent it from being done.
For example, for a shot I must pay a doctor some amount when all he does is greet me while the one who administers the shot is the less experienced nurse practitioner. If I were able to get the shot from her solely for less money I would be ok with that, but regulation prevents that.
