I don't know that refugees are being turned away by these countries. I think it's more likely that most refugees aren't clamoring to get to South Korea. The conflict in the Middle East is, and has been in recent history, between 2 cultures: The Middle East and the West (Europe and the US). Refugees fleeing Syria or wherever have basically zero exposure to Asian countries, culture, or language, but they might know English or a European language. Plus, Europe is waaaaay closer than Japan, and it's not like these people have a ton of money to fund that kind of travel. It's not about "white," it's about convenience and ability to function when you get there.
