Of course, when you have a lot of people going out getting drunk you will have some pissing on the streets on the way home.
But those drunks have just added a huge amount of tax to the system (especially in the UK where alcohol is heavily taxed, and bars are taxed again on top).
Those street cleaners (and the signage) are all easily paid for (with plenty left over) by the taxation raised on drinking.
It is also a "problem" anywhere there is a lot of booze. Ever been to Dublin? In Temple Bar, every morning, water trucks drive around washing all the piss from the streets. Every night, thousands piss in the streets. The council are fine paying for the water trucks as long as the drunks keep spending 6euro per pint of guinness.
