It's called "immigration" and it's fine and normal. What is abnormal is the idea of welfare. the parent should pay for the child, the man without a job should be fed by his neighbours. If they don't want to feed him, if the parents prefer to buy drugs than schoolbooks, these problems are part of a cleaning mechanism that keeps society functional. A breadwinner must be rewarded, not played down in his role or taxed to heck.
