If you look at Mussolinis foreign policy up until the mid to late 30s he did incredibly well playing both the Allies and Germans off against each other. Indeed for a while it seemed like he was going to side with them.

Something really important to remember about the situation in Italy is that Mussolini did not have full and complete control - indeed he wasnt even the most powerful man in the country- for their King Victor Emmanuel iii had the loyalty of the army not him.

Likewise he was far more dependent on big business which also meant that his reforms weren't nearly as radical or centralising as what was seen in Germany.

Mussolini was far more worried about busting unions, infrastructure, and industrializing before updating the military.

Hitler and the Duce weren't even on great terms either, so when Germany went to war, Italy had to as well to try to secure the clay they wanted (WWI was fresh in their minds where allies denied them of their claims). Unfortunately Italy's warmachine wasn't ready.

Bravery should not be questioned, look at the Alpine troops in Greece and the frogmen, however when you can't get fuel, food, and boots to your troops, the best equipment and bravest soldiers will waiver.

Italy also has a similar problem to France where their Old Guarde generals are not keen to adapt to new ways of war.
