What can we read between the lines here on?
Typically, the Gov would use Intel like this and approach the other state through ambassadors or back channels to put them on notice / protest. If this had to be leaked, it means the lines of communication are at an all time low. Trump giving a rose garden address would have been too heavy handed, look like a call to war. Leak + RT is a soft approach to getting messaging out.
It's a new paradigm of state craft tools, but not state craft in itself. Guy Simms Fitch used to be used for this sort of thing.

Any "source" is fine if it shows a clear source, like directly linking to relevant tweet/info... but open archive.is and put the URL in... then click save... then once it is done saving after a minute take the URL at the top and use that as your source. It's the same info, from the same source, just not giving the clicks to CNN depriving them of the ad revenue they would get by linking to them directly like you did.

You don't have to wait for it to finish archiving the page. As soon the URL changes to an archive link, you can copy that and close it down.
