My country used to be communist (or socialist or progressive or whatever you want to name it). It was actually called "The Socialist Republic of Romania". Now it's just called Romania.
And during communism, the gypsy minority wasn't nearly as oppressed as Romanians. For example, if you were a witty 15yo Romanian who skipped school, the police caught you and took you to the police station, beat you up a little bit, mock you, fine you, and call your parents so they can give you a tough beating too and life was shit. Meanwhile, while the police were interrogating you, some gypsy kid was begging along his mom a few feet from the station and the police didn't touch them because they didn't want to traumatize fragile minorities.
This turned the gypsy community into complete shit and after communism fell, the gypsies realized how stupid and lost they were. They immediately became extremely impoverished, some turned to crime, and their status was seen as little more than stray dogs. The only reason they weren't all killed was that genocides are forbidden since 1948 and that Romania had and has very few guns.
The situation is better now. One of my best friends is a gypsy; he goes to school, he studies math, he sings at weddings, he makes jokes, and I like him. He told he has seen the gypsy community growing up with him.
