Inuit did reasonably well for what they had, but literally their only building materials were animal parts, good luck making a civilization out of that. They were still able to invent kayaks which were originally just animal hide stretched over bone frames and knew how to make simple whale oil lamps from carved stone, but that's about the height of it.

Despite their limitations, one group of Inuit were still able to figure out a way to do rudimentary copper smelting which is wild.
