Like, do you pay council rates, or do you just pay fees for living in the building (despite owning the apartment). What's the deal here?

It differs greatly based on the building, in the US at least. If you own the apartment you'll be paying some property taxes (probably not that high) and pretty much all buildings are going to have some sort of monthly maintenance fee depending on what kind of amenities they offer. If it's just a basic building, maybe a couple hundred bucks.
