Is the refugee crisis in Europe being pushed by the government

If you criticize refugees in Europe, you get arrested. However, what if there was no refugee crisis, and instead people criticized the European Union? They're not arresting citizenry on this basis... yet.

Are refugees being used as a bait and switch diversionary tactic to weed out and arrest its citizenry of those who would without a doubt criticize the EU government's exhibiting authoritarian behavior? In a sense, this would mean the EU's citizenry are in a full blown Civil War, but don't know it and are unwittingly being softened up for the kill by a foreign force (refugees). After all, if you commit a crime by criticizing Muslims and go to prison, you'll be greeted by Muslim gang members that will murder you in prison. That's kind of like the government indirectly sanctioning assassinations to keep its hands clean in order to perpetuate the pacification of its citizenry.

Am I overthinking things?
