It's pushing from all sides. How much longer is it going to be illegal federally? How long is the South going to be a holdout (only legalizing the non psychoactive oil for one condition because it was the least they could get away with). West Virginia was one of the last holdout states keeping it completely illegal, now they legalized full medical weed not just CBD oil (probably due to the opioid epidemic, states with legal MMJ have reduced rates of Opioid overdoses by 25%ish, and West Virginia has a huge problem with opioids). Vermont almost legalized it entirely through legislation but it was vetoed by the Governor. The entire west coast including Alaska is legal across the board. It's taking hold in New England. Medical is everywhere, even in red states like Montana, North Dakota, Louisiana, and Arkansas.
South will hold out until big tobacco gets in on the game.

That'd be kind of shitty because you know they'd start trademarking traditional strain names and add a bunch of harsh chemicals to it, probably spike it with nicotine.
