The key point here as that he is both black and republican, which undermines the dems entire strategy.

It could potentially also do the black community some good by wrangling them out of the dem echo chamber by setting an example with a stronger leader. That alone may reduce crime in those neighbourhoods.

In short, I wouldn't vote for him simply because he's black.
