"Win" doesn't mean the same thing to everyone. We're not looking to make a 51st state and open Disneyland Kandahar. What "win" means is very debatable. A prolonged war effort that allows for hundreds of billions in R&D might very well be the win condition. And for what it's worth, a huge military isn't necessarily a bad thing. Military might is Americas primary expory. Other countries (namely european) have minimalist, untrained militaries and spend excess funds on otherwise unaffordable social programs because the US is their to back them up if SHTF. That gives the US a huge bargaining chip: play ball with us or you're gonna have to cut your precious gibs to train some troops.
