Well there's two ways to interpret it:
1. They're really just lazy and incompetent and realize that they'll never be able to compete with whites, build societies, civilizations, etc. at anywhere near their level but are more than willing to live off of their productivity if they live in isolation with them and due to their lower ability, etc. don't really give a shit or have shame about subsisting off of others.
2. They're just stupid and lazy and do whatever promises/gets them more shit without doing much for it.
