I'm in Texas (the other, better California) and before we adopted Voter ID it was illegal for election workers to ask for ID. IIRC you could even vote without a registration card if you went to the correct polling station - state your name, they find you on the rolls and ask "is this still your address" and you were good.

Well, voter ID laws by design make it more difficult to vote - the idea being that if it's too easy to register to vote, people might do so fraudulently. In fact, there's little evidence of that type of fraud occurring.

To answer the question:

Voter ID laws typically require a potential voter to obtain a specific form of identification at cost to them. In effect, requiring that one purchase the ability to vote (a poll tax), and a barrier to the very poor.

Voter ID laws typically require a potential voter to obtain an ID from a specific location or set of locations, in some cases that may be dozens of miles away (in the case of Texas, some people have to travel >100 miles). This is problematic if the person cannot drive and no transportation is available to them (elderly and rural poor), and also difficult for people that have jobs that do not give them time off to do so.

Voter ID laws require documentation that may be difficult to obtain and is typically not available free of charge. Passports and birth certificates require money to obtain, and an out of town birth certificate can be complicated to obtain (depending on where you were born). Not all US citizens have birth certificates on file.

Not everyone gets a driver's license, since car ownership is beyond their financial means, or because physical limitations prohibit their qualification as a driver.

According to census figures, about 11% of US citizens do not have a government issued photo ID (about 25% of voting-age African-americans and 8% of voting-age White Americans). 18% of those over 65 do not have a government-issued photo ID.

There are a few reasons. The first, and most important, is that they are unconstitutional. The 24th amendment reads: "The right of citizens of the United States to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax". Initially the 24th amendment only applied to federal elections, but in the 1966 case Harper v. Virginia State Board of Elections (Harper v. Virginia) the amendment was applied to the states. In Harper v. Virginia the court held “a state violates the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution whenever it makes the affluence of the voter or payment of any fee an electoral standard. A lot of laws that affect everyone can be used to specifically target groups that are disproportionately unlikely to be able to follow them. The more hoops that a person has to go through, the more that a lack of education or a lack of time could stop them. The lack of education thing is important because someone with some college or even just a high school diploma is far more likely to have the patience to deal with large volumes of paperwork.
I have a college education, which means I only have to work one job. I have the time and attention span to jump through lots of hoops to be able to vote. Others with less education or in worse financial situations are less likely to have the time or motivation to go through the long and arduous process that registering to vote could be.

As an anecdotal example, when my wife and I (white US citizens in our mid-20's) first moved to this state (Virginia), she wound up having to take 4 trips to the DMV to be fully registered to vote, which was incredibly tedious and discouraging. If she weren't so determined to exercise her rights, she would have stopped once she got her drivers license. This wasn't even due to excessive laws in the state, it was just the DMV. If she had to work 2 jobs (more likely for minorities) or if we had family relying on us (more likely for minorities) or if she had less education (more likely for minorities) then this process could have likely stopped her early.

Fundamentally, it's all about the kinds of people more likely to be lost at every hurdle. A law doesn't need to directly target minorities to disproportionately hurt them.

Because in-person voter fraud (pretending to be someone else) is not a huge problem in the US and considering how many 18 year olds can get into bars with fake IDs, voter ID laws wouldn't do much anyway.
But getting a government-issued ID requires documentation that some people, mostly poor and disproportionately minorities, do not have access to. When you're struggling to get enough food to survive, holding on to your birth certificate is not your top priority. So voter ID laws would prevent many people who are legitimate citizens from voting.

How expensive is a birth certificate? Here you can get a copy for 30 pesos (around US$1.50) and you only need one and something that proves that you live where you say you live (electricity bill or something, even if it doesn't have your name) to get an ID. And you only need to update it once every 12 years or if you move.
