Hello /pol/

So. I'm looking for a clip from an 80's/90's tv show/movie. It's basically a group that poses up as US Navy and aids refugees at sea. When they get to the ship the captain reaches his hand down to the migrants. With his other hand he pulls out a pistol and shoots said migrant. Then the rest of the men shoot the rest of them.

I can't find the clip or the title of the film for that matter.I figured pol would be the best place to ask.
