You realise around this point in time England was doling out death penalties for petty theft (e.g. stealing chickens) with the BLOODY CODE.

The settlement of Australia was arguably an extremely humane turn in the pathetic and brutal way the English were dealing with poverty and overcrowding.

In large part it was a program of exporting the teeming lower classes (who had no prospects in england) and using their labour to build a colony. Mostly a good deal for all involved. Many "convicts" were probably just mostly normal people doing what they had to so they could survive.
