We would need to drastically slash or end all immigration & welfare, make white people racially conscious and active, and start breeding like crazy.

It's possible, but it would take many generations for the damage to be undone.
We would have to heavily regulate immigration and welfare, we'd have to start promoting the nuclear family and undoing the damage done to it by the sexual revolution, and we'd have to make having children a more worthwhile investment for whites.
In other words, it's pretty unlikely that we'd be able to completely repair it without an insurrection of some kind.
