When you are experienced around these things like what the video shows, you will know that the only way to get a combative/resisting inmate into a place it doesn't want to go is pain compliance. I am not familiar with that particular agencies policy on stun guns, so I can't comment on if its excessive or not, but when I worked at the local regional jail we used pressure point control to get inmates into the stokes basket and restraint chair. This video shows the officers in the process of securing the inmate in the restraint chair, he is still a danger to them until he is fully secure. This is why the officer is controlling his right hand, if he was fully restrained he wouldn't be able to move anything from the neck down. In the video you can clearly see his right arm and legs are still not secured to the chair. Don't want to be on the wrong end of a use of force report? Don't resist.

They have nothing to do other than think of ways to escape, to get recognition from their peers- other inmates, and to manipulate staff. That are the 3 driving forces for them to fuck with correctional officers. They all know, as long as you don't go as far as assaulting an officer, you are golden and won't get extra time added onto your sentence. It was a regional jail, it had all classifications- maximum security inmates (we had a few major terrorists and media babies waiting to go to federal maximum security) and we had medium security. (It was mostly used as a waypoint for all classifications awaiting for a bed to open of where they were going). We had both state and federal inmates.
